RELATING TO THE ENVIRONMENTAL COURTS.

Establishes environmental courts as divisions within the circuit courts to hear all proceedings, including certain chapter 91, Hawaii Revised Statutes, proceedings arising from environmental laws.  Requires the Judiciary to report to the Legislature on the total number of environmental-related cases filed in the last five years.

RELATING TO THE OFFICE OF ENVIRONMENTAL QUALITY CONTROL.

Establishes filing fees to help fund operations of the Office of Environmental Quality Control; creates a special fund and authorizes expenditures out of the special fund; and provides for a lag time for collection of fees.

Broadens existing gasoline requirement of ten per cent ethanol fuel content to ten per cent biofuel content.  Expands the reporting requirements for biofuel distributors.

Authorizes the director of business, economic development, and tourism to allow the sale of motor vehicle gasoline that does not contain ethanol unless sufficient quantities of locally produced ethanol or biofuel crops have been produced and are available to meet the requirements under existing law.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A SEAWATER AIR CONDITIONING PROJECT.

Authorizes the issuance of special purpose revenue bonds to Kaiuli Energy, LLC, to assist with planning, design, and construction of a seawater air conditioning district cooling facility and chilled water distribution system.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A SEAWATER PROJECT.

Authorizes the issuance of special purpose revenue bonds to assist Kona SWAC, LLC, in constructing part of a seawater air conditioning district cooling system.

RELATING TO LABELING.

Prohibits the sale of genetically engineered fish or genetically engineered fish products in the State beginning 1/1/2014 unless appropriately labeled as genetically engineered or produced or partially produced with genetic engineering.
