RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Makes state business tax credits, GET exemptions, and local incentives that are available to qualified businesses in an enterprise zone, also available to Natural Energy Laboratory of Hawaii Authority research and technology park businesses and projects in the same enterprise zone. Effective July 1, 2030. (HB473 HD1)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Requires NELHA to enter into an inter-agency agreement, memorandum of agreement, or memorandum of understanding with the Hawaii strategic development corporation and high technology development corporation. Allows NELHA to enter into inter-agency agreements with DBEDT without a memorandum of agreement or memorandum of understanding. Specifies terms that are required in any contract between NELHA and state agencies. (Proposed SD1)

RELATING TO THE HI GROWTH INITIATIVE. Appropriates funds to the Hawaii Strategic Development Corporation for the HI Growth Initiative, an investment program to develop an ecosystem to support high-growth entrepreneurial companies in the State. Appropriation. Effective July 1, 2030. (HB858 HD1)

RELATING TO PROCUREMENT. Allows past performance to be factored into future bid selection of a contractor including a review of delays, cost overruns, corrective actions, and responses to notices of deficiencies. Effective January 1, 2020. (HB1374 HD1)

RELATING TO PROCUREMENT. Amends the statutory designation of state and county chief procurement officers and prohibits certain persons from serving as chief procurement officers. (Proposed SD1)
