RELATING TO ECONOMIC DEVELOPMENT. Establishes the public-private partnership authority. Requires the PPPA to initiate a pilot project. Appropriates an unspecified sum for the PPPA. Effective 07/01/2013. (SD1 Proposed)

RELATING TO ECONOMIC DEVELOPMENT. Appropriates funds to the Hawaii strategic Development Corporation to establish the HI growth initiative, an investment program to develop an ecosystem to support high-growth entrepreneurial companies in the State. Authorizes the department of business, economic development, and tourism to develop, enter into, and implement inter-agency agreements with agencies, boards, and commissions attached to the department of business, economic development, and tourism without the parties entering into a memorandum of agreement or memorandum of understanding.

RELATING TO ECONOMIC DEVELOPMENT. Creates tax credits for proposed projects to be located in areas that are location efficient. Establishes procedures for the Hawaii housing finance and development corporation to determine whether proposed projects meet certain requirements necessary to qualify for the tax credit. Requires the Hawaii housing finance and development corporation to report annually to the legislature. Applies to tax years beginning after December 31, 2012. Repeals on January 1, 2017.

RELATING TO KAPOLEI RECREATIONAL SPORTS COMPLEX. Repeals the provisions providing for the maintenance, operation, management, and promotion of the Kapolei recreational sports complex from the Stadium Authority's statutory framework.
