RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires the Hawaii community development authority to establish zoning rules within the Kakaako community development district only by the use of transfer of development rights.  Specifies procedures and requirements for the transfer of development rights to the Kakaako community development district.  Authorizes a town to use transfer of development rights.

RELATING TO OCEAN RECREATION.

Amends the definition of "thrill craft".  Limits number of vessels that parasail and thrill craft permit holders are allowed to operate per permit.

RELATING TO URBAN GROWTH COMMISSION.

Establishes an urban growth commission to establish standards for density, building design, and infrastructure, and other standards the commission deems necessary to mitigate adverse impacts of development on the surrounding community, within urban growth boundaries.

RELATING TO TRANSFER OF DEVELOPMENT RIGHTS.

Allows the land use commission to establish a transfer of development rights program.  Specifies certain requirements for transfer of development rights.  Allows the creation of a transfer of development rights credit bank.  Establishes the conservation stewardship fund.  Requires the commission to adopt rules.  Appropriates funds from the environmental response revolving fund.
