Requires state agencies to comply with county rules to grant or deny permit applications for development-related permits within a specified time as contained in county rule.

RELATING TO INDUSTRIAL HEMP RESEARCH.

Allows private funded industrial hemp research to be conducted under certain conditions; requires monitoring by the DPS; requires reporting to the respective county law enforcement; exempts agronomic data derived from research from public records disclosure; confers immunity from criminal prosecution for the research.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS SUSTAINABLE CONCRETE INITIATIVE.

Appropriates funds to support the investigative stage of the Pacific international space center for exploration systems sustainable concrete initiative, contingent upon a dollar-for-dollar match from other sources.
