RELATING TO RECYCLING.

Restores the exemption from central services fees assessment for the Deposit Beverage Container Deposit Special Fund.

RELATING TO WATER POLLUTION.

Establishes a separate Water Pollution Control account within existing Water Pollution Control Revolving Fund and authorizes the Director of Health to adopt through rules fees to help fund operations of the Department of Health in managing pollution from nonpoint sources and individual wastewater systems.

RELATING TO ENVIRONMENTAL REHABILITATION.

Establishes a special fund to collect and administer ten per cent of moneys received from fines and penalties assessed from environmental violations for rehabilitation projects.

RELATING TO FOSSIL FUELS.

Amends section 243-3.5, HRS, to levy the environmental response, energy, and food security tax on liquid or gaseous fossil fuels.  Repeals 6/30/2015.

RELATING TO BEACH NOURISHMENT.

Appropriates funds for the environmental impact statement associated with the planned beach nourishment project at Kaanapali beach on the island of Maui; provided that no funds shall be expended unless matched dollar-for-dollar with private funds.

RELATING TO RECYCLING.

Establishes a tiered glass advanced disposal fee system based on the capacity of a glass container.

Status

RELATING TO COMMUNITY-BASED RENEWABLE ENERGY.

Establishes the Hawaii community-based renewable energy program. Enables utility customers to participate in a community-based renewable energy facility and benefit from the electricity generated from such a facility.  Effective July 1, 2013.

HB 1307

Status

RELATING TO LANDFILLS.

Creates a host municipality benefit fee to be assessed against landfill operators who violate solid waste pollution laws.  Requires the State to distribute the fee to high schools within a five-mile radius of the penalized landfill.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
