RELATING TO SOLID WASTE. Clarifies that HPHA is authorized to contract with private businesses to divert food and green waste from public housing projects. Requires HPHA to report to the 2014 legislature on its progress on such contracts.

RELATING TO NET ENERGY METERING. Authorizes group net metering among electric utility customers beginning 7/1/2014. Directs the PUC to adopt rules for group net metering.

RELATING TO ENERGY. Amends net energy metering program by: (1) requiring large-capacity eligible customer generators to be selected by competitive sealed bidding; and (2) amending maximum allowable capacity of eligible customer-generators and total rated generating capacity.

RELATING TO ELECTRIC SYSTEMS. Authorizes the Public Utilities Commission to consider the value of implementing advanced grid modernization technology in the State.

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Authorizes the PUC to give preference to renewable energy resources that reduce or eliminate the use of fossil fuel and result in reduced volatility when establishing renewable portfolio standards.

RELATING TO CLEAN ENERGY STANDARDS. Amends Hawaii's renewable portfolio standard by changing the renewable energy portfolio standard to a clean energy standard to enable Hawaii to achieve greater reductions in its electricity sector greenhouse gas emissions at a lower cost.

RELATING TO ENERGY INDEPENDENCE. Establishes renewable energy portfolio standards for 2040 and 2050, setting goal of energy independence for Hawaii's electricity sector by 2050.

RELATING TO ELECTRIC COOPERATIVES. Directs the Public Utilities Commission and the Division of Consumer Advocacy to specifically consider the ownership structure and interests of an electric cooperative; and authorizes the Public Utilities Commission to waive or exempt an electric cooperative operating in the State from compliance with the provisions of chapter 269, Hawaii Revised Statutes, as well as any other applicable charters, franchises, rules, decisions, orders, or any other laws.

RELATING TO ENERGY INFORMATION REPORTING. Amends the responsibilities and powers of the Public Utilities Commission in receiving energy industry data information registrations, and authorizes the Department of Business, Economic Development, and Tourism to receive such registrations; and eliminates the Commission's powers concerning the oversight and examination of energy distributors in relation to energy industry information reporting under chapter 486J, Hawaii Revised Statutes.

RELATING TO WIND ENERGY FACILITIES. Requires the owner of a wind energy facility to be responsible for decommissioning of the facility and to provide evidence of financial security. Outlines the elements of proper decommissioning.

RELATING TO ENERGY. Authorizes individual public schools to enter into energy performance contracts. Requires that funding not decrease due to the energy savings.
