RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A SEAWATER AIR CONDITIONING PROJECT. Authorizes the issuance of special purpose revenue bonds to Kaiuli Energy, LLC, to assist with the financing of the planning, design, and construction of a seawater air conditioning district cooling facility and chilled water distribution system. Effective 07/01/13. (SD1)

RELATING TO FOSSIL FUELS. Adds new definition of "fossil fuel" to and amends definition of "distributor" in section 243-1, HRS. Amends section 243-3.5, HRS, to levy the environmental response, energy, and food security tax on liquid or gaseous fossil fuels. Repeals sunset date of Act 253, SLH 2007, as amended by Act 151, SLH 2012. Effective 07/01/2050. (SD2)

RELATING TO ELECTRIC SYSTEMS. Authorizes the Public Utilities Commission to consider the value of implementing advanced grid modernization technology in the State.

RELATING TO PUBLIC UTILITIES. Authorizes the public utilities commission to establish a policy to implement economic incentives and cost recovery regulatory mechanisms to induce and accelerate electric utilities' cost reduction efforts, encourage greater utilization of renewable energy, accelerate the retirement of utility fossil generation, and increase investments to modernize the State's electrical grids. RELATING TO ENERGY CONSERVATION. Eliminates required increases to an agency's budget for the agency's implementation of energy efficiency retrofitting through performance contracting.

RELATING TO ENERGY RESOURCES. Requires appropriate county permitting agency to receive and process application for waivers for installation of solar water heating systems. Requires county councils to establish procedures and standards by which their respective county permitting agencies approve, disapprove, or approve with conditions. Clarifies existing application procedures. Effective 07/01/50. (SD2)

RELATING TO RENEWABLE ENERGY. Exempts landlords and lessors who install renewable energy systems to their property from the definition of "public utility". (SD1)

RELATING TO ENERGY. Proposed HD1: Changes existing gasoline requirement of ten per cent ethanol fuel content to a requirement that each distributor who sells liquid fuels in the State for use in motor vehicles shall ensure that locally-produced biofuels account for at least five per cent of the distributor's annual sales of liquid fuels for motor vehicles by volume; provided that for diesel fuel, no more than five per cent of locally-produced biofuel shall be required. Establishes Biofuels Production Income Tax Credit, effective for taxable years beginning after December 31, 2013. Repeals Ethanol Facility Tax Credit. (PROPOSED SB15 HD1)
