RELATING TO TRANSPORTATION OF SCHOOL CHILDREN.

Deletes statutory language specifying considerations and provisions for contracting transportation of school children.

Amends section 103-55(c), Hawaii Revised Statutes, to make wage certification inapplicable to contracts to provide transportation services for school children.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM.

Requires the DOE to develop annual assessments in the Hawaiian language in language arts and mathematics to be administered to students in grades three through six of the DOE's Hawaiian language immersion program and in science to be administered to students in grade four of the DOE's Hawaiian language immersion program.  Requires the DOE, with the Hawaiian language community, to establish procedures for the development of the assessments.  Report to the 2014 legislature.

RELATING TO ALTERNATIVE SCHOOLS FOR JUVENILES INVOLVED IN THE JUSTICE SYSTEM.

Appropriates funds to the DOE for 2 additional alternative schools to facilitate the ongoing education of juveniles involved in the justice system.  Effective 7/1/13.

Mandates a periodic financial and management audit of the administration of the department of education.

RELATING TO STUDENT BIAS.

Expands the prohibition against student bias based on sex in educational or recreational programs receiving financial assistance from or using facilities of the state or county by adding race, religion, and sexual orientation.

RELATING TO A TAX CREDIT FOR AFTER-SCHOOL PROGRAMS.

Establishes a tax credit for businesses that sponsor after-school programs.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
