Prohibits a pharmacy benefits manager from using a patient's prescription drug benefits claim information to market to that patient the services of a preferred pharmacy network that is owned by the pharmacy benefits manager, except in certain situations.  Effective July 1, 2112.  (SD1)

Requires licensed social workers to complete a minimum of 15 credit hours of continuing education courses for the licensing renewal period beginning 07/01/2013, through 06/30/2016, and 45 credit hours of continuing education courses during each licensing renewal period, for the period beginning 07/01/2016, and thereafter.  (SD1)

Establishes a Residential Kitchen Fire Task Force to develop plans to address the dangers of residential kitchen fires.  Report to the 2014 Legislature.  Effective July 1, 2050.  (SD1)

RELATING TO HUMAN SERVICES.

Requires child care facilities, family child care homes, group child care centers, group child care homes, and infant and toddler child care centers that care for children less than one year of age to develop, maintain, and implement safe sleep policies as adopted by the Department of Human Services, to prevent sudden unexpected infant deaths and sudden infant death syndrome.  Establishes a task force to address issues of home and community-based facilities during the transition of services from the department of human services to the department of health.  (SD1)

RELATING TO ELECTRONIC PRESCRIPTIONS.

Amends the Uniform Controlled Substances Act in chapter 329, Hawaii Revised Statutes, by adding definitions consistent with federal law, clarifying the conditions for electronic transmittal of prescriptions, and adding and clarifying violations of prohibited acts.  (HB651 HD1)

RELATING TO REMOTE DISPENSING.

Prohibits new remote dispensing pharmacies from operating within ten miles of any pharmacy, excepting those remote dispensing pharmacies in operation prior to the effective date of this measure.  Extends the repeal date of Act 2012, Session Laws of Hawaii 2008, to January 1, 2016.  (SD1)

RELATING TO NURSING.

Amends the membership of the center of nursing advisory board to include three members that are representatives of professional organization relating to health rather than from the Hawaii Nurses' Association.  Requires the department of commerce and consumer affairs professional and vocational licensing division to collaborate with the center for nursing to enable the center to obtain nursing-related data.  Provides that the workforce data may be obtained through online survey or other means. Prohibits the sale of any tobacco product or vapor product to a minor under eighteen years of age and the purchase of any tobacco product or vapor product by a minor under eighteen years of age.  Effective 7/1/2050.  (SD1)

RELATING TO LIQUOR.

Authorizes the department of agriculture to request the use of certain language on beer labels to convey the true place of production in cases where the labels tend to create the false impression that the beer was produced in Hawaii or a region of Hawaii.  Authorizes the inclusion of the name of the bottler and place where the beer was bottled or canned on beer labels bearing any Hawaiian brand name or adjective, Hawaiian word or statement, design, or device for beer that is sold or distributed in the State.  Effective July 1, 2112.  (SD1)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Limits licensure by endorsement or reciprocity for nonresident military spouses to those spouses who are present in the State for at least one year pursuant to military orders.  Limits consideration of military service or training for licensure by endorsement or reciprocity to veterans honorably discharged within two years of application and excludes medical doctors, dentists, CPAs, and other licensees for which specified endorsement or reciprocity regulations exist.  Clarifies and permanently establishes various requirements for licensure by endorsement and reciprocity for military veterans.  Effective July 1, 2112.  (SD1)

RELATING TO ENERGY INFORMATION REPORTING.

Amends the responsibilities and powers of the Public Utilities Commission in receiving energy industry data information registrations, and authorizes the Department of Business, Economic Development, and Tourism to receive such registrations; and eliminates the Commission's powers concerning the oversight and examination of energy distributors in relation to energy industry information reporting under chapter 486J, Hawaii Revised Statutes.  (SD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to include a summary of the power purchase agreements in effect during the fiscal year in its annual report to the Governor.  Clarifies the use of the public benefits fee under section 269-121, Hawaii Revised Statutes, to support clean energy technology, demand response technology, and energy use reduction and demand-side management infrastructure.   Effective July 1, 2050.  (SD1)
