RELATING TO SUSPENSION OF FORECLOSURE ACTIONS BY JUNIOR LIENHOLDERS. Allows a planned community association and condominium association, as junior lienholders, to initiate or continue a nonjudicial foreclosure action on a property subject to judicial foreclosure. Repeals requirement to stay power of sale foreclosure process pending a circuit court foreclosure action. Effective January 1, 2100. (HB25 HD2)

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Repeals chapter 373L; adds definitions and registration and fee requirements to professional employer organization (PEO) law; requires notice to DOTAX of PEO violations for general excise tax exemption purposes; allows PEOs to be successor employers to client companies; establishes a sliding scale bond requirement for PEOs based upon annual payrolls. Effective July 1, 2112. (HB144 HD2)

RELATING TO NONPROFIT CORPORATIONS. Entitles directors of nonprofit corporations to inspect and copy the books, records, and documents of their nonprofit corporation to the extent reasonably related to their duties as directors at any reasonable time. (HB791 HD1)

RELATING TO INSURANCE. Updates the Insurance Code by establishing a thirty day window for an application for a hearing on a regulatory action, updating standards to determine if insurers transacting business pose a hazard, adding to corrective measures the Commissioner may order completed by hazardous insurers, and updating provisions that apply to risk retention captive insurance companies. Effective July 1, 2112. (HB841 HD1)

RELATING TO CONDOMINIUMS. Amends procedures for reimbursement for common assessments by condominium associations after delinquency or foreclosure. Authorizes collection of specified amounts for deposit into a reserve account to pay for unpaid common assessments in the event of foreclosure, or unit sale or transfer. Effective July 1, 2112. RELATING TO DOMESTIC VIOLENCE. Prohibits landlords from terminating the tenancy of a tenant solely on the tenant's status as a victim of domestic abuse if the tenant provides the landlord with specified documentation. Allows a landlord to terminate a lease or decline to renew a tenancy under certain conditions. (HB245 HD1)

RELATING TO THE DESIGNEES FOR THE DIRECTORS OF THE DEPARTMENTS OF COMMERCE AND CONSUMER AFFAIRS, OF HEALTH, OF HUMAN SERVICES, AND OF LABOR AND INDUSTRIAL RELATIONS FOR THE BOARD OF DIRECTORS OF THE HAWAII HEALTH INSURANCE EXCHANGE. Allows the directors of the Departments of Commerce and Consumer Affairs, of Health, of Human Services, and of Labor and Industrial Relations to delegate voting authority to their designees for all Hawaii Health Connector meetings.
