RELATING TO PROFESSIONS AND OCCUPATIONS. Authorizes the board of electricians and plumbers to regulate plumber air conditioning and refrigeration pipefitters and plumber fire sprinkler pipefitters. Redefines "master plumber." Excludes certain work from the owner-builder licensing exemption. Increases the percentage of licensed individuals on a job necessary to perform certain work. Effective 07/01/2015.

RELATING TO CONTRACTORS. Amends the definition of "RME" to include the person who qualifies the contracting entity to direct and supervise employees pursuant to chapter 448E, Hawaii Revised Statutes.

RELATING TO ELECTRICAL CONTRACTORS. Provides an exception to the licensing requirements for electrical contractors in situations when an electric utility must hire contractors licensed in another state to assist with high voltage work.

RELATING TO CONTRACTORS. Requires any person applying for a license as an electrical contractor, pole and line contractor, high voltage electrical contractor, or electronic systems contractor to possess a trade license to perform electrical work in the State.

RELATING TO CUSTOMER SERVICE AND SUPPORT. Requires retailers that provide phone-based customer service and support to disclose to consumers if customer service and support agents are located outside the United States and provide contact information and Hawaii standard time hours of operation for the customer service and support agents.

RELATING TO SCRAP DEALERS. Restricts the sale of copper wiring by scrap dealers and recyclers solely to licensed electrical contractors. Also restricts the sale of catalytic converters or catalytic converter metals solely from persons licensed under chapter 289 or chapter 437B. Requires scrap dealers and recyclers purchasing copper, copper wiring, catalytic converters, or catalytic converter metals to wait ten business days before allowing the seller to pick up the check for payment at the scrap dealer or recycler's place of business.

RELATING TO CHARITABLE SOLICITATION. Extends reporting requirements to commercial co-venturers, allows for penalties to be imposed on commercial co-venturers who fail to comply with the reporting requirements, and clarifies the exemption from registration for organizations who receive less than $25,000 in contributions annually.

RELATING TO REAL ESTATE SELLER DISCLOSURE. Establishes a uniform standard for disclosure for condominium projects, cooperative housing corporations, and other community associations and clarifies the types of documents that are required to be disclosed. Requires the disclosure of documents within ten days after the title report is received. Allows for the electronic receipt of documents with the buyer's consent.

RELATING TO REAL ESTATE APPRAISERS. Requires real estate appraisers, acting as arbitrators, to record arbitration awards, the records of the awards, if separately issued, and any supplementary, dissenting, or explanatory opinions with the bureau of conveyances within 90 days of the determination of the award and its notification to the parties.

RELATING TO MOTOR VEHICLE INSURANCE. Increases the minimum liability coverage from $20,000 to $50,000 per person and the aggregate limit from $40,000 to $100,000 per accident for motor vehicle insurance policies.

RELATING TO SECURITIES LAW. Clarifies, corrects errors, and amends Hawaii's securities laws.

RELATING TO UNLICENSED CONTRACTING ACTIVITIES. Prohibits the value of any work done by a unlicensed contractor to be used as an offset for the value of the property calculated in unlicensed contractor fraud cases.
