RELATING TO MORTGAGE LOAN ORIGINATION.

Raises application and renewal fees for mortgage loan originators, mortgage loan originator companies, and exempt sponsoring mortgage loan originator companies; and establishes fees for mortgage servicer companies that conduct mortgage loan origination activities.

RELATING TO MORTGAGE SERVICERS.

Authorizes the Commissioner of Financial Institutions to conduct examinations and investigations and adjust the fees for mortgage servicer licensees to use NMLS.

RELATING TO FINANCIAL INSTITUTIONS.

Replaces individual fees for Hawaii banks, and nondepositories for specific regulatory items with one assessment.  Increases, and clarifies bank powers.  Clarifies the authority of the Commissioner of Financial Institutions.

RELATING TO SUSPENSION OF FORECLOSURE ACTIONS BY JUNIOR LIENHOLDERS.

Allows a condominium association, as a junior lienholder, to commence or continue a nonjudicial foreclosure action on a property subject to a judicial foreclosure until a foreclosure commissioner is appointed by the circuit court.

RELATING TO CONDOMINIUMS.

Permits the real estate commission to ensure compliance by enforcing any rule, order, decision, demand, or requirement of the commission issued pursuant to chapter 514B, Hawaii Revised Statutes.

RELATING TO MEDIATION AFFECTING JUDICIAL FORECLOSURE.

Expands the application of mandatory mortgage foreclosure dispute resolution by requiring mortgagees, at the mortgagor's election, to participate in mediation to avoid foreclosure or mitigate damages from foreclosure prior to filing a judicial foreclosure action for property that has been the mortgagor's primary residence for a specified period.  Applies the dispute resolution requirement to judicial foreclosure actions filed prior to the effective date of this bill and pending an initial court hearing.

RELATING TO MORTGAGES.

Authorizes the director of finance to provide location efficient mortgage loans to purchasers of residential premises in urban districts.

RELATING TO FORECLOSURES.

Establishes that it is a prohibited practice for a foreclosing mortgagee or foreclosing association to cancel a public sale at any time before the date of the public sale without written notification of the cancelation delivered to the mortgagor, the borrower, and other specified persons.

Specifies the term "general circulation" as it refers to a newspaper for purposes of service by publication in a civil action.
