RELATING TO AGRICULTURE. Clarifies the maximum number of gallons of honey that can be sold by a certified honey house or food processing establishment without obtaining a permit from the Department of Health. Exempts from the permit requirement sales of honey directly to retail stores that in turn sell the honey directly to consumers. Requires honey producers to include certain wording on labels of each container of honey, take a food safety class, and make records available to the Department of Health. Authorizes the public utilities commission to establish a policy to implement economic incentives and cost recovery regulatory mechanisms to induce and accelerate electric utilities' cost reduction efforts, encourage greater utilization of renewable energy, accelerate the retirement of utility fossil generation, and increase investments to modernize the State's electrical grids. RELATING TO TELEMEDICINE. Exempts from licensing requirement to practice medicine in the State any commissioned medical officer employed by the U.S. Department of Defense, who is credentialed by Tripler Army Medical Center, while providing direct telemedicine support or services to neighbor island beneficiaries within a Hawaii national guard armory on the island of Kauai, Hawaii, Molokai, or Maui. RELATING TO THE USE OF THE DOCTOR OF ACUPUNCTURE TITLE. Requires acupuncture applicants for the use of the doctor of acupuncture title to complete their doctoral studies from an institution recognized by the United States acupuncture accrediting body or from a foreign institution that is licensed, approved, or accredited by the applicable governmental authority in that respective foreign jurisdiction and also requires applicants for the use of the doctor of acupuncture title who complete their doctoral studies from a doctoral program at an educational institution in a foreign jurisdiction to have their doctoral education credentials evaluated by professional evaluators designated by the Board of Acupuncture.
