RELATING TO HEALTH INSURANCE. Amends the definition of "small employer" contained in section 431:2-201.5, Hawaii Revised Statutes; amends sections 432:1-102(b) and 432D-19(d), Hawaii Revised Statutes, by including the producer licensing requirements contained in article 9A of chapter 431, Hawaii Revised Statutes.

RELATING TO TELEMEDICINE. Exempts from licensing requirement to practice medicine in the State any commissioned medical officer employed by the U.S. Department of Defense, who is credentialed by Tripler Army Medical Center, while providing direct telemedicine support or services to neighbor island beneficiaries within a Hawaii national guard armory on the island of Kauai, Hawaii, Molokai, or Maui. Effective July 1, 2050. (SB548 HD1)

RELATING TO THE USE OF THE DOCTOR OF ACUPUNCTURE TITLE. Requires acupuncture applicants for the use of the doctor of acupuncture title to complete their doctoral studies from an institution recognized by the United States acupuncture accrediting body or from a foreign institution that is licensed, approved, or accredited by the applicable governmental authority in that respective foreign jurisdiction and also requires applicants for the use of the doctor of acupuncture title who complete their doctoral studies from a doctoral program at an educational institution in a foreign jurisdiction to have their doctoral education credentials evaluated by professional evaluators designated by the Board of Acupuncture.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Limits licensure by endorsement or reciprocity for military spouses to those spouses who are present in the State for at least one year pursuant to United States Department of Defense orders. (SB965 HD1)

RELATING TO BOARDS AND COMMISSIONS. Restricts members of boards and commissions whose reappointment to a second consecutive term has failed to receive the consent of the senate from serving as a holdover member. (SB858 HD1)

RELATING TO ELECTRICAL CONTRACTORS. Provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must contract with qualified individuals to work with high voltage (six hundred volts or more), who are not licensed in Hawaii but satisfy specified requirements. RELATING TO AGRICULTURAL BUILDING PERMITS. Provides, under certain circumstances, an exemption from building code and permit requirements for nonresidential buildings or structures, including indigenous Hawaiian hale, on commercial farms and ranches located outside the urban district. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to three minutes.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 314 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8437 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
