RELATING TO PHYSICAL THERAPY. Amends chapter 461J, Hawaii Revised Statutes, by mandating that physical therapists practicing in the State of Hawaii shall submit evidence of continuing competence at each renewal period.

RELATING TO HUMAN SERVICES. Requires child care facilities that care for children younger than one or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services. RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Amends references to the "American College of Obstetric and Gynecology" to "American College of Obstetricians and Gynecologists".

RELATING TO CREDIT CARDS. Prohibits retailers from imposing credit card surcharges in certain instances on cardholders electing to make payment by credit card. Effective January 20, 2050. (SB470 HD1)

RELATING TO FIRE PROTECTION. Clarifies the authority of the county fire chiefs to examine building plans and documentation to ensure that they are in compliance with the county's adopted fire code. Requires the issuance of permits before work may begin. Effective July 1, 2013. (SB682 HD1)

RELATING TO AGRICULTURE. Clarifies the maximum number of gallons of honey that can be sold by a certified honey house or food processing establishment without obtaining a permit from the Department of Health. Exempts from the permit requirement sales of honey directly to retail stores that in turn sell the honey directly to consumers. Requires honey producers to include certain wording on labels of each container of honey, take a food safety class, and make records available to the Department of Health. Exempts the State and counties from liability. (SB482 HD1)

RELATING TO THRILL CRAFT. Allows thrill craft to be used to conduct ocean cleanup activities. Requires the Department of Land and Natural Resources to adopt rules to implement such use of thrill craft. (SB319 HD1)

RELATING TO ENERGY. Establishes a task force to examine changing the 10 percent ethanol requirement for gasoline to a locally-produced biofuels and biodiesel requirement. Establishes Biofuels Production Income Tax Credit. Repeals Ethanol Facility Tax Credit. (SB15 HD1)

RELATING TO IMPACT FEES. Requires the assessment of impact fees prior to issuance of a water meter and requires that impact fees be collected in full before or upon issuance of the water meter. Effective 07/01/50. (SD1)

RELATING TO RENEWABLE ENERGY. Exempts landlords and lessors who install renewable energy systems on their property and provide, sell, or transmit the power generated therefrom to electric utilities and tenants or lessees on the same property from the definition of "public utility". (SB19 HD1)

RELATING TO ELECTRIC SYSTEMS. Authorizes the Public Utilities Commission to consider the value of implementing advanced grid modernization technology in the State.

RELATING TO ELECTRIC COOPERATIVES. Authorizes the Public Utilities Commission to waive or exempt an electric cooperative operating in the State from compliance with the provisions of chapter 269, Hawaii Revised Statutes, as well as any other applicable charters, franchises, rules, decisions, orders, or any other laws. RELATING TO PUBLIC UTILITIES. Authorizes the public utilities commission to establish a policy to implement economic incentives and cost recovery regulatory mechanisms to induce and accelerate electric utilities' cost reduction efforts, encourage greater utilization of renewable energy, accelerate the retirement of utility fossil generation, and increase investments to modernize the State's electrical grids. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to three minutes.
