RELATING TO SECURITIES LAW. Clarifies, corrects errors, and amends Hawaii's securities laws.

RELATING TO FINANCIAL INSTITUTIONS. Modernizes the State's financial institutions law, codified as chapter 412, Hawaii Revised Statutes. Replaces individual fees for Hawaii banks and nondepositories for specific regulatory items with one assessment. Increases and clarifies bank powers. Clarifies the authority of the commissioner of financial institutions. Effective 7/1/2050. (SD2)

Updates the Insurance Code by streamlining and improving the operations of the Insurance Division of the Department of Commerce and Consumer Affairs and ensuring that the Insurance Division retains its accreditation with the National Association of Insurance Commissioners. RELATING TO PARTITION OF HEIRS PROPERTY. Adopts Uniform Partition of Heirs Property Act. Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements). RELATING TO REAL ESTATE APPRAISERS. Requires real estate appraisers, acting as arbitrators, to record arbitration awards, the records of the awards, if separately issued, and any supplementary, dissenting, or explanatory opinions with the bureau of conveyances within ninety days of the determination of the award and its notification to the parties. RELATING TO ESCROW DEPOSITORIES. Requires escrow depositories to report any change of their corporate designated escrow officer or branch manager to the Commissioner of Financial Institutions; establishes a statutory fee for the transfer or change in control of an escrow depository license; increases the fidelity bond maintained by escrow depositories to a minimum of $100,000; increases the errors and omissions policy amount escrow depositories are required to carry to not less than $250,000; increases fees; provides powers for the commissioner to supervise and regulate the industry; empowers the commissioner to issue cease and desist orders; increases net capital requirement to $100,000. Effective July 1, 2050. (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Improves the flexibility of the public utilities commission to hire professional staff. Clarifies staff who may be appointed by the chairperson of the commission. Repeals existing position staff descriptions for the commission under Act 177, Session Laws of Hawaii 2007. RELATING TO THE PUBLIC UTILITIES COMMISSION. Consolidates the submission of reports made by the Public Utilities Commission on a fiscal year basis to the Legislature within the Commission's annual report required under section 269-5, Hawaii Revised Statutes.

RELATING TO CONTINUING EDUCATION. Requires licensed social workers to complete a minimum of fifteen credit hours of continuing education courses for the licensing renewal period beginning July 1, 2013, through June 30, 2016, and forty-five credit hours of continuing education courses during each licensing renewal period, for the period beginning July 1, 2016, and thereafter.

RELATING TO HEALTH. Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for autism spectrum disorder treatments beginning after 12/31/2013. Effective 7/1/2050. (SD2)

RELATING TO HEALTH WELLNESS PROGRAMS. Amends the definitions of "gambling" and "something of value" to clarify that participation in health wellness programs is not considered gambling or lottery participation under the Hawaii penal code. (SD2)
