RELATING TO BROADBAND. Requires the State and the counties to approve, approve with modification, or disapprove all broadband-related permits within sixty business days of submitting a permit application and a fee; provided that if no action is taken on the sixty-first business day, the application will be deemed approved. Effective January 20, 2020, and repealed on June 30, 2018. (HB635 HD1)

RELATING TO IMPACT FEES. Requires the assessment and collection of impact fees prior to the issuance of a water meter. Effective July 1, 2020. (HB1103 HD1)

RELATING TO REAL ESTATE SELLER DISCLOSURE. Establishes a uniform standard for disclosure for condominium projects, cooperative housing corporations, and other community associations and clarifies the types of documents that are required to be disclosed. Requires the disclosure of documents within ten days after the title report is received. Allows for the electronic receipt of documents with the buyer's consent.

RELATING TO CONTRACTORS. Allows the contractors license board to accept in lieu of a specific experience requirement for licensure, equivalent knowledge, training, or experience, including self-employed or unlicensed experience, if the board investigates and makes a detailed written finding to that effect and the finding is made available for public inspection.

RELATING TO INSURANCE. Updates the Insurance Code.

RELATING TO HEALTH INSURANCE. For consistency with federal affordable health care law, etc., defines "small employer" in Hawaii insurance code to consist of employers with 100 employees or less; applies producer licensing law requirements to producers selling health maintenance organization and mutual benefit society insurance products. RELATING TO THE DESIGNEES FOR THE DIRECTORS OF THE DEPARTMENTS OF COMMERCE AND CONSUMER AFFAIRS, OF HEALTH, OF HUMAN SERVICES, AND OF LABOR AND INDUSTRIAL RELATIONS FOR THE BOARD OF DIRECTORS OF THE HAWAII HEALTH INSURANCE EXCHANGE. Allows the directors of the Departments of Commerce and Consumer Affairs, of Health, of Human Services, and of Labor and Industrial Relations to delegate voting authority to their designees for a specified meeting or meetings.

RELATING TO HUMAN SERVICES. Requires child care facilities, family child care homes, group child care centers, group child care homes, and infant and toddler child care centers that care for children less than one year of age to develop, maintain, and implement safe sleep policies as adopted by the Department of Human Services, to prevent sudden unexpected infant deaths and sudden infant death syndrome. RELATING TO CARE HOMES. Requires all operators of adult foster homes, assisted living facilities, expanded adult residential care homes, community care foster family homes, and developmental disabilities domiciliary homes to hold a sufficient amount of liability insurance.

RELATING TO MOTOR VEHICLES. Prohibits a towing operator from releasing a motor vehicle unless the party recovering the vehicle provides proof that the motor vehicle is currently registered and insured. Requires county ordinances that regulate towing operations to include this prohibition. Effective July 1, 2020. (HB602 HD1)

RELATING TO DOMESTIC VIOLENCE. Prohibits landlords from terminating the tenancy of tenants who are victims of domestic abuse. Allows landlords to terminate a lease or a rental agreement for any lawful reason.

RELATING TO FOOD. Requires club card issuers to inform cardholders by email, text message, telephone, or regular mail in the event of a class I recall of any food, product, or merchandise sold by the club card issuer. Effective July 1, 2050. (HB376 HD1)

RELATING TO TOXIC PRODUCTS. Prohibits the manufacture, sale, or distribution of reusable drink and food containers intended for use by children under three and containing bisphenol A. Requires manufacturers to use the least toxic alternatives to bisphenol A. Effective July 1, 2013. (HB396 HD1)

RELATING TO MIXED MARTIAL ARTS. Repeals the permit requirement that an ambulance with paramedics be present at a mixed martial arts event.
