RELATING TO THE PUBLIC UTILITIES COMMISSION. Inserts new position titles within existing statutes describing the civil service status of Public Utilities Commission staff and repeals existing position staff descriptions for the Commission under Act 177, Session Laws of Hawaii 2007.

RELATING TO VETERINARY MEDICINE. Amends section 471-2, HRS, to prohibit the owner of an animal, and the owner's employees, from performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking on the animal without being licensed as a veterinarian. Makes intentionally or knowingly performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking, on a pet animal by any person not licensed as a veterinarian pursuant to section 471-2, HRS, guilty of a class C felony. Amends section 711-1108.5, HRS, to specify that accepted veterinary practices and cropping or docking as customarily practiced, shall not be considered cruelty to animals in the first degree if performed by a veterinarian licensed under chapter 471, HRS.

RELATING TO HEALTH AND WELLNESS PROGRAMS. Clarifies that participation in a health wellness program does not constitute illegal gambling.

RELATING TO HEALTH. Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health care coverage and benefits for autism spectrum disorders beginning after 12/31/2013.

RELATING TO INTOXICATING LIQUOR. Authorizes the liquor commission to conduct and fund state and county alcohol abuse treatment and prevention activities. Allows liquor license fees to be used for those activities.

RELATING TO FUNDING. Creates a state crowdfunding website, which allows members of the public to donate their own money toward the funding of specific public capital improvement projects and monitor the progress of those projects as they near completion.

RELATING TO CHECK CASHING. Prohibits persons from engaging in the business of check cashing without a registration issued by the commissioner of financial institutions.

RELATING TO MONEY TRANSMITTERS. Authorizes the Commissioner of Financial Institutions to require money transmitters to register with NMLS; establishes procedures for a licensed money transmitter to surrender its license; and amends the bond requirement, the fee structure for services provided by the Division of Financial Institutions of the Department of Commerce and Consumer Affairs for the regulation of money transmitters, and the fine for violations of money transmitter regulations.

RELATING TO ESCROW DEPOSITORIES. Requires escrow depositories to report any change of their corporate designated escrow officer or branch manager to the Commissioner of Financial Institutions; establishes a statutory fee for the transfer or change in control of an escrow depository license; increases the fidelity bond maintained by escrow depositories to a minimum of $100,000; increases the errors and omissions policy amount escrow depositories are required to carry to not less than $250,000; increases fees; provides powers for the commissioner to supervise and regulate the industry; and empowers the commissioner to issue cease and desist orders; increases net capital requirement to $100,000.

RELATING TO INSURANCE RATES. Establishes the rate adjustment recommendation board within the Insurance Division to make recommendations to the Insurance Commissioner regarding the disposition of rate adjustment filings.

RELATING TO MORTGAGE SERVICERS. Authorizes the Commissioner of Financial Institutions to conduct examinations and investigations and adjust the fees for mortgage servicer licensees to use NMLS.

RELATING TO MORTGAGE LOAN ORIGINATION. Raises application and renewal fees for mortgage loan originators, mortgage loan originator companies, and exempt sponsoring mortgage loan originator companies; and establishes fees for mortgage servicer companies that conduct mortgage loan origination activities.

RELATING TO CONDOMINIUMS. Repeals the prioritization of liens for unpaid mortgages over subsequently recorded liens for unpaid condominium association fees. Clarifies the obligations of the acquirer of a foreclosed unit under the lien for unpaid association fees.

RELATING TO CONDOMINIUMS. Establishes the condominium dispute resolution program for condominiums. Permits a party to proposed or terminated mediation to file a request for a hearing with the office of administrative hearings of the department of commerce and consumer affairs.

RELATING TO CONDOMINIUMS. Permits the real estate commission to ensure compliance by enforcing any rule, order, decision, demand, or requirement of the commission issued pursuant to chapter 514B, Hawaii Revised Statutes.

RELATING TO SUBCONTRACTORS. Repeals the temporary suspension under Act 105, SLH 2011, on the general excise tax exemption on amounts deducted from the gross income of subcontractors.

RELATING TO SUSTAINABLE ALTERNATIVE BUILDING CODE. Authorizes the use of certain land, subject to county approval and oversight, for research, development, and testing of sustainable agriculture, development, waste management, and resource management through planned community use.
