RELATING TO CONTRACTORS. Specifies that general engineering contractors and general building contractors will require further examination and additional fees prior to issuance of additional specialty licenses.

RELATING TO THE INTERNET PRIVACY. Requires operators of commercial websites or online services that collect personally identifiable information through the Internet about consumers in the State who use the websites or online services to conspicuously post their privacy policies on their websites or through any other reasonably accessible means.

RELATING TO PORTABLE ELECTRONICS INSURANCE. Amends the fees related to portable electronics insurance licenses to align with similar licensing fees in other jurisdictions.

RELATING TO ANIMALS. Prohibits persons convicted of cruelty to animals in the first degree and second degree from possessing, owning, or residing with any pet animal for a minimum of five years and one year, respectively, from the conviction date.

RELATING TO VICTIM RESTITUTION. Expands the definition of "victim" to include insurance companies for the purposes of criminal restitution orders.

RELATING TO LONG TERM CARE. Requires the director of the executive office on aging to contract for the performance of an actuarial analysis for a limited, mandatory, public long term care insurance program for the State's working population. Requires a report to the legislature. Appropriates funds for the actuarial analysis.

RELATING TO CONTINUING EDUCATION. Requires licensed social workers to complete a minimum of fifteen credit hours of continuing education courses for the licensing renewal period beginning July 1, 2013, through June 30, 2016, and forty-five credit hours of continuing education courses during each licensing renewal period, for the period beginning July 1, 2016, and thereafter.

RELATING TO COLLECTION OF RESTITUTION FOR CRIME VICTIMS. Amends the definition of "debt" in section 231-52, HRS, to include court-ordered restitution subject to civil enforcement. Removes court's authority to revoke restitution once ordered. Creates standards and procedures for income-withholding, for purposes of enforcing restitution orders. Extends victims' access to adult probation records, to include access to payment compliance records, for purposes of enforcing restitution orders. Requires that any bail posted by a defendant be applied toward payment of any court-ordered restitution in the same case.

RELATING TO REAL ESTATE. Clarifies the activities custodians or caretakers may engage in under chapter 467, Hawaii Revised Statutes.

RELATING TO CONDOMINIUMS. Specifies that a percentage of fees paid into the condominium education trust fund shall be used to support mediation of condominium related disputes.

RELATING TO OPEN DATA. Requires executive departments, boards, commissions, and agencies to make data available to the public. Absolves State for liability for deficiencies or incomplete data. Requires the CIO to enact rules to address making data sets available to the public.
