RELATING TO ANIMALS. Amends the residential landlord-tenant code to provide for security deposits that include an additional sum to pay for damages caused by any animal allowed to reside in the premises pursuant to the rental agreement.

RELATING TO MOTOR VEHICLE INSURANCE. Increases the minimum liability coverage from $20,000 to $35,000 per person for motor vehicle insurance policies. (HB690 HD1)

RELATING TO MOTOR CARRIERS. Prohibits uncertified common carriers from recovering undercharges. Prohibits uncertified motor carriers from holding liens for transported goods. Authorizes customers of unlicensed common carriers to recover all compensation paid to that carrier. Effective July 1, 2020. (HB1101 HD1)

RELATING TO TRANSPORTATION. Conforms state law to the most recent federal regulations to ensure that the Hawaii laws parallel the federal regulations relating to commercial driver licensing. Effective July 1, 2020. (HB977 HD1)

RELATING TO COLLECTION OF RESTITUTION FOR CRIME VICTIMS. Amends definition of "victim" in section 706-646, HRS, to include any duly incorporated humane society or duly incorporated society for the prevention of cruelty to animals that impounds, holds, or receives custody of a pet animal pursuant to section 711-1109.1, 711-1109.2, or 711-1110.5, HRS.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
