RELATING TO AGRICULTURE.

Amends the important agricultural land qualified agricultural cost tax credit by (1) clarifying the amount of the credit; (2) repealing the requirement that qualified agricultural costs be reduced by the amount of funds received from the irrigation repair and maintenance special fund; and (3) repealing the filing deadline to claim the credit.

RELATING TO TRUTH-IN-ADVERTISING.

Establishes a farmers' market operator license to ensure that greater than 50% of vendors in farmers' markets sell food, farm produce, or flowers prepared, grown, or produced in Hawaii.

RELATING TO AGRICULTURE.

Caps the livestock revitalization program grant per qualified producer per year at the lesser of $200,000 or fifteen per cent of the cost of feed for production of poultry products, milk, or pigs and beef cattle raised and slaughtered in Hawaii for local consumption.  Appropriates funds for the livestock revitalization program.  Requires the livestock revitalization program to be funded through the environmental response, energy, and food security special fund.

RELATING TO GENERAL EXCISE TAX.

Exempts amounts received from the sale of supplies or equipment to producers of agricultural crops and from the sale of agricultural crops from the GET.

RELATING TO THE GENERAL EXCISE TAX.

Provides that the general excise tax on sales of agricultural products by farmers to consumers within the State shall be assessed at the same rate as producers.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Assists agricultural enterprises in the State by authorizing the State to issue special purpose revenue bonds for their benefit. Contingent upon ratification of constitutional amendment authorizing the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.

      Status & Testimony

RELATING TO AGRICULTURE.

Amends the important agricultural land qualified agricultural cost tax credit by changing the tax credit cap to $6,000,000 per year for the 2013 tax year and $7,000,000 per year for the 2014 and 2015 tax years, and $7,500,000 per year thereafter.  Creates a livestock feed tax credit from 1/1/2013 to 12/31/2013.  Creates livestock feed development tax credit from 1/1/2014 to 12/31/2015.  Appropriates funds for staffing and consulting expenses.
