Amends the Hawaii State Planning Act objectives and policies for the economy to support the purchase and consumption of locally grown products.

Exempts non-agricultural parks lands leased to the agribusiness development corporation from section 166E-8, HRS.  Allows department of agriculture to negotiate and enter into leases with the agribusiness development corporation.

Amends permitted uses within agricultural districts.  Applies section 205-5, HRS, and any ordinances, rules, or regulations adopted in accordance with section 205-5, HRS, to lands that are not within forest reserve boundaries.

Establishes an ad hoc advisory committee to study and report findings and recommendations to the legislature on Act 183, SLH 2005, important agricultural lands.

Amends the important agricultural land qualified agricultural cost tax credit to allow an additional fifteen per cent credit for drought mitigation.  Deletes reference to a repealed special fund.  Appropriates funds for staffing and consulting expenses.

Allows for an engineering program administrator to oversee the responsibilities mandated by chapter 167, Hawaii Revised Statutes, for irrigation water development.

Identifies permissible and accessory uses and activities on important agricultural lands.

RELATING TO NON-AGRICULTURAL PARK LANDS.

Authorizes the department of agriculture, in disposing of certain non-agricultural park lands by negotiation that requires the submission of sealed bids, to select qualified applicants as back-up lessees, with whom the department may negotiate upon the failure by the highest offering lessee to finalize a lease for any reason.

RELATING TO FOOD SELF-SUFFICIENCY.

Requires the Department of Agriculture to develop a food sustainability standard to promote local food production to help diversify the local economy.  Appropriates funds.  Effective July 1, 2013.

Authorizes issuance of general obligation bonds to make improvements to the Molokai irrigation system.
