RELATING TO AGRICULTURAL BUILDING PERMITS. Provides, under certain circumstances, an exemption from building code and permit requirements for nonresidential buildings or structures on commercial farms and ranches located outside the urban district.

RELATING TO FOOD SECURITY. Establishes a temporary food security task force in the Department of Agriculture to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine.
