Sir:

 

     Your Committee on Water & Land, to which was referred S.C.R. No. 164 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE GOVERNOR TO ESTABLISH A WORKING GROUP TO DEVELOP A CONSERVATION ACTION PLAN TO EXPLORE AND IDENTIFY CONSERVATION ALTERNATIVES FOR THE UNDEVELOPED PORTIONS OF THE TURTLE BAY HOTEL AND RESORT PROPERTY AND SURROUNDING LANDS WITH CONSERVATION OR HISTORIC VALUE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Governor to establish a working group to develop a conservation action plan to explore and identify conservation alternatives for undeveloped portions of the Turtle Bay Hotel and Resort property and surrounding lands with conservation or historic value and foster community engagement by gathering community input.

 

     Keep the North Shore Country, The Trust for Public Land, North Shore Community Land Trust, Conservation Council for Hawaii, and an individual submitted testimony in support of this measure.  Turtle Bay Resort, LLC submitted comments.  

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 164 and recommends that it be referred to the Committee on Finance.
