     Your Committees on Water & Land and Ocean, Marine Resources, & Hawaiian Affairs, to which was referred H.C.R. No. 104 entitled:

"HOUSE CONCURRENT RESOLUTION AUTHORIZING THE ISSUANCE OF A NON-EXCLUSIVE EASEMENT COVERING A PORTION OF STATE SUBMERGED LANDS PURSUANT TO SECTION 171-53, HAWAII REVISED STATUTES, RELATING TO THE RECLAMATION AND DISPOSITION OF SUBMERGED OR RECLAIMED PUBLIC LAND,"

beg leave to report as follows:

The purpose of this measure is to grant legislative authorization, as required by section 171-53(c), Hawaii Revised Statutes, for a non-exclusive easement covering a portion of state submerged land for the purpose of repair and maintenance of existing seawall and filled land.  

The Department of Land and Natural Resources submitted testimony in support of this measure.

     As affirmed by the records of votes of the members of your Committees on Water & Land and Ocean, Marine Resources, & Hawaiian Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 104 and recommend that it be referred to the Committee on Finance.
