Your Committee on Finance, to which was referred H.B. No. 1328 entitled:
"A BILL FOR AN ACT RELATING TO THE KAHO‘OLAWE ISLAND RESERVE,"
begs leave to report as follows:
The purpose of this measure is to improve the efficiency of and provide flexibility to the Kaho‘olawe Island Reserve Commission. Specifically, this bill grants the Kaho‘olawe Island Reserve Commission a permanent exemption from the procurement code for the procurement of food or fuel products necessary to effectuate the Kaho‘olawe Island Reserve Commission's purpose.
The Kaho‘olawe Island Reserve Commission testified in support of this measure. The State Procurement Office testified in opposition of this measure.
Your Committee has amended this measure by changing its effective date to June 30, 2030, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1328, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1328, H.D. 1.
