Sir:
Your Committee on Finance, to which was referred H.B.
No. 111, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO SUSTAINABLE
ALTERNATIVE BUILDING CODE,"
begs leave to report as follows:
The purpose of this measure is to enact
the Sustainable Living Research Act which, among other things, authorizes the
use of certain land, subject to county approval and oversight, for research,
development, and testing of sustainable agriculture, development, waste
management, and resource management through planned community use.
Hawaii Appleseed Center for Law and
Economic Justice; Hawaii Sustainable Community Alliance; Haiku Aina
Permaculture Initiative; Kalani Oceanside Retreat; The Aurora Foundation;
Banyan Tree Farm; Laakea Community, LLC; Village Green Society, Inc.; Honaunau
Farm, Root and Rise; and numerous individuals provided testimony in support of
this measure. The City and County of Honolulu Department of Planning and
Permitting provided testimony in opposition to this measure. The Office of
Hawaiian Affairs, an individual councilmember of the Hawaii County Council,
Hawaii Sustainable Community Alliance, Citizens for Real Government, and Green
Collar Technologies provided comments on this measure.
As affirmed by the record of votes of the members of
your Committee on Finance that is attached to this report, your Committee is in
accord with the intent and purpose of H.B. No. 111, H.D. 2, and recommends that
it pass Third Reading.
