SENATE RESOLUTION
requesting the Board of Education to develop a uniform sexuality health education program for all public schools.
WHEREAS, sexuality health education promotes healthy attitudes on adolescent growth and development, body image, gender and sexuality, dating, relationships, and family; and
WHEREAS, sexuality health education should positively affect adolescent behavior and provide teens with information, skills, and support they need to develop positive values, make healthy decisions, and respect the important role that sexuality plays throughout a person's life; and
WHEREAS, section 321-11.1, Hawaii Revised Statutes, requires state-funded sexuality health education to be medically accurate and age appropriate and include education on abstinence, contraception, and methods of disease and pregnancy prevention; and
WHEREAS, it is important that sexuality health education is taught in a uniform manner across the State's public schools; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Board of Education is requested to develop a uniform sexuality health education program for all public schools that meets the requirements of section 321-11.1, Hawaii Revised Statutes; and
BE IT FURTHER RESOLVED that the Board of Education is requested to:
(1) Consider the feasibility and appropriateness of mandating sexuality health education during the intermediate and middle school years;
(2) Consider including social-emotional issues relating to sexuality as part of the Department of Education's sexuality health education program;
(3) Consider establishing minimum training standards for sexuality health education teachers;
(4) Consider making sexuality health education curricula available for review; and
(5) Ensure there is effective monitoring and oversight of the sexuality health program; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, and Director of Health.
