SENATE CONCURRENT
RESOLUTION
requesting the auditor to conduct a sunrise review of the regulation of check cashers.
WHEREAS, S.B. No. , introduced during the 2013 Regular Session, proposes the regulation of check cashers; and
WHEREAS, persons who hold themselves out as check cashers are not presently required to be registered or otherwise regulated by the State; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, requires certain regulatory measures to be referred to the Auditor for analysis if the regulatory measures being considered for enactment would subject unregulated profession and vocations to licensing upon enactment; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, further requires that referral to the Auditor shall be by a concurrent resolution that identifies a specific legislative bill to be analyzed; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that in accordance with section 26H-6, Hawaii Revised Statutes, the Auditor is respectfully requested to conduct a sunrise review of the regulation of check cashers; and
BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Auditor.
