SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A REVIEW OF THE PROFESSIONAL AND VOCATIONAL LICENSING DIVISION'S FORTY-EIGHT LICENSING AREAS AND RECOMMEND WHETHER ANY OF THE LICENSING BOARDS, COMMISSIONS, OR PROGRAMS OR THEIR ADMINISTRATIVE FUNCTIONS COULD BE STREAMLINED OR CONSOLIDATED.

 

 


     WHEREAS, the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs is responsible for twenty-five licensing boards and commissions and twenty-three licensing programs; and

 

     WHEREAS, the Professional and Vocational Licensing Division has a limited number of financial and human resources to successfully administrate all twenty-five licensing boards and commissions and twenty-three licensing programs; and

 

     WHEREAS, these licensing boards, commissions, and programs and their administrative functions could potentially be streamlined and consolidated to effect greater efficiency and the optimal use of the Professional and Vocational Licensing Division's resources and licensing fees in order to better address issues, concerns, and changes in the professions and vocations regulated or licensed by the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Auditor is requested to conduct a review of the Professional and Vocational Licensing Division's forty-eight licensing areas and recommend whether any of the licensing boards, commissions, or programs or their administrative functions could be streamlined or consolidated; and

 

     BE IT FURTHER RESOLVED that the Auditor work with the Licensing Administrator of the Professional and Vocational Licensing Division and its fourteen Executive Officers to conduct the review; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to seek input from the professions and vocations licensed or regulated by the Professional and Vocational Licensing Division; and

 

     BE IT FURTHER RESOLVED that the Auditor is also requested to explore how other states approach the professional and vocational licensing process and consider if there are any best practices or administrative procedures that could be adopted for use with the licensing boards, commissions, and programs in Hawaii; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of the Auditor's findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Licensing Administrator of the Professional and Vocational Licensing Division.
