SENATE CONCURRENT
RESOLUTION
Requesting the board of education to research state models and best practices on home schooled student participation in public school extracurricular activities and sports and explore implementation of such a program in hawaii.
WHEREAS, on February 8, 2013, the National Governors Association provided the Governor's Office with a memorandum outlining the different approaches other states have taken on home schooled student participation in public school extracurricular activities and sports; and
WHEREAS, according to the National Governors Association, there are currently thirty-five states that allow home schooled students to participate in extracurricular activities in some way or leave the decision as to whether to allow home schooled students to participate in extracurricular activities and sports up to the local school boards or the individual public schools; and
WHEREAS, some states allow home schooled students equal access to public school extracurricular activities; and
WHEREAS, other states require dual or part-time enrollment of home schooled students at a public school in order to be allowed to participate in extracurricular activities or sports; and
WHEREAS, the Board of Education currently does not have a policy allowing home schooled students to participate in extracurricular activities or sports at Hawaii's public schools; and
WHEREAS, home schooled students should have the opportunity to participate on an equal basis in extracurricular activities and sports offered by public schools because they can benefit substantially from extracurricular school activities and sports in the same manner as their public school counterparts; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Board of Education is requested to research state models and best practices on home schooled student participation in public school extracurricular activities and sports and explore implementation of such a program in Hawaii; and
BE IT FURTHER RESOLVED that in examining this issue, the Board of Education is requested to engage with various stakeholders, including but not limited to the following:
(1) Public school principals;
(2) Public school athletic coaches;
(3) The School Liaison Officers for the United States Army, Air Force, Coast Guard, Marines, and Navy; and
(4) The Hawai‘i Homeschool Association; and
BE IT FURTHER RESOLVED that the Board of Education report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014; provided that the report shall include any policies developed or implemented by the Board of Education allowing home school students to participate in public school extracurricular activities and sports, and any proposed legislation, if appropriate; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Education, Superintendent of Education, School Liaison Officer for the United States Army, School Liaison Officer for the United States Air Force, School Liaison Officer for the United States Coast Guard, School
Liaison Officer for the United States Marines, School Liaison Officer for the United States Navy, and Hawai‘i Homeschool Association.
