RESOLUTION
REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO APPOINT volunteer PERSONNEL AND ENFORCEMENT OFFICERS OF THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM TO help enhance water safety with canoe and yacht races.
WHEREAS, the Department of Land and Natural Resources is authorized under section 199-1, Hawaii Revised Statutes, to employ or appoint and remove personnel and enforcement officers of the conservation and resources enforcement program including enforcement officers on a voluntary basis and without pay, as well as to provide them with suitable badges or insignia of the Department; and
WHEREAS, special events, such as yacht and canoe races, are held periodically on waters under the jurisdiction of the Department of Land and Natural Resources; and
WHEREAS, a constant problem in canoe and yacht races is keeping yachts and canoes in the races separate from other boats in the same area; and
WHEREAS, the Department of Land and Natural Resources needs volunteers to help regular employees of the Department with ensuring a safe distance of separation between yachts and canoes in the races from other boats in the same area; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Department of Land and Natural Resources is requested to appoint volunteer personnel and enforcement officers of the conservation and resources enforcement program to help enhance water safety with canoe and yacht races; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
