A BILL FOR AN ACT

 

 

RELATING TO HAWAII-GROWN PRODUCE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There shall be established a Hawaii-grown produce working group to be placed within the department of agriculture for administrative purposes only.

     (b)  The working group shall:

     (1)  Examine methods for increasing the consumption of Hawaii-grown produce in state facilities, specifically looking at supply and demand as well as procurement issues;

     (2)  Develop the parameters of a demonstration model in which a state facility, including but not limited to a school or prison, utilizes Hawaii-grown produce for consumption;

     (3)  Implement the demonstration model developed pursuant to paragraph (2) at a state facility; and

     (4)  Evaluate the demonstration model and advise the department of agriculture on the feasibility of implementing the demonstration model at other state facilities.

     As used in this subsection:

     "Hawaii-grown produce" means fruits and vegetables grown or raised in the State that are unprocessed, minimally processed, flash frozen, or otherwise prepared and handled to maintain their freshness while providing convenience to the user.

     "Minimally processed foods" means foods that have only been cleaned, washed, cut, or portioned.

     (c)  The working group shall consist of the following members:

     (1)  The chairperson of the board of agriculture, or the chairperson's designee;

     (2)  The superintendent of education, or the superintendent's designee;

     (3)  The director of health, or the director's designee;

     (4)  A representative from the department of accounting and general services' state procurement office; and

     (5)  Any additional members to be determined by the chairperson of the board of agriculture.

     (d)  The working group shall report its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2015.

     (e)  The working group shall cease to exist on June 30, 2015.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the Hawaii-grown produce working group to develop and implement a demonstration model to utilize locally-grown produce at a state facility, pursuant to this Act.

     The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
