HOUSE RESOLUTION
Urging the chiefs of police OF THE RESPECTIVE COUNTIES to consider Military service records as evidence to demonstrate the completion of a firearms training course to meet permitting requirements
WHEREAS, the safe operation and adequate control of firearms is essential to maintain public safety; and
WHEREAS, to ensure public safety, the State of Hawaii has adopted laws to govern the purchase, registration, and handling of firearms; and
WHEREAS, current law requires individuals to complete a firearms safety or training course or classes before acquiring a permit to purchase a pistol or revolver; and
WHEREAS, current law specifies that firearms courses offered to law enforcement officers, security guards, investigators, deputy sheriffs, or any division or subdivision of law enforcement or security enforcement by a state or county law enforcement agency meet these education course requirements for permitting; and
WHEREAS, current law specifies that a firearms training or safety course or class conducted by a certified military firearms instructor that provides, at a minimum, a total of at least two hours of firing training at a firing range and a total of at least four hours of classroom instruction meets permitting requirements; and
WHEREAS, current law specifies that the Chiefs of
Police of the respective county may consider an affidavit from an instructor as
evidence of completion of a training course; and
WHEREAS, in the course of military service, members of the armed forces receive
training in the safe operation of firearms and frequently handle service weapons
so that they receive cumulative instruction and firing training in excess of
the minimum requirements of state law; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Chiefs of Police of the respective counties are requested to consider military service records of honorably discharged members of the armed forces showing firearms training and handling as evidence of sufficient training for the purposes of obtaining a permit to acquire firearms; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chief of Police of each county and the Attorney General.
