HOUSE CONCURRENT
RESOLUTION
REQUESTING A MANAGEMENT AUDIT OF THE DEPARTMENT OF HEALTH SANITATION BRANCH.
WHEREAS, the mission of the Department of Health Sanitation Branch is to protect and promote the health and well-being of Hawaii's residents and visitors through education and regulation in the areas of food safety, disease prevention, community sanitation, and emergency response; and
WHEREAS, the Sanitation Branch is a statewide program that is responsible for enforcement of the statutes and departmental administrative rules in the following four areas:
(1) Inspections and enforcement of regulations;
(2) Issuance of permits and licenses;
(3) Licensing of professionals; and
(4) Education; and
WHEREAS, the Sanitation Branch conducts inspections of and issues permits or licenses to food establishments, milk plants, dairy farms, public swimming pools, tattoo establishments, and mortuaries; and
WHEREAS, a management audit of the Sanitation Branch has never been conducted; and
WHEREAS, a management audit would involve an in-depth examination of the effectiveness and efficiency of the Sanitation Branch's operations, thereby providing the information necessary to maximize the Sanitation Branch's resources and the services it provides; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Auditor is requested to perform a management audit of the Department of Health Sanitation Branch; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of its findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2014; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Acting Auditor, Director of Health, and Deputy Director of the Department of Health Environmental Health Administration.
