HOUSE CONCURRENT
RESOLUTION
Requesting the Auditor to assess THE administrative costs of non-profit AGENCIES that are contracted with the Department of Human Services to provide homeless services.
WHEREAS, economic growth in Hawai‘i, as well as the rest of the country over the past several years can be described as slow, at best, and data suggest that many of Hawai‘i's individuals and families were pushed to their financial edge during the recent recession with families continuing to struggle to meet their most basic needs; and
WHEREAS, low-income and poor individuals and families are particularly vulnerable to homelessness when affordable housing is scarce and the economy is weak; and
WHEREAS, homeless service programs aim to stabilize homeless individuals over the short term through emergency and transitional housing; and
WHEREAS, the Department of Human Services contracts with a number of non-profit agencies to provide these homeless service programs and questions have been raised regarding the administrative costs associated with providing these services; now, therefore,
BE IT RESOLVED by the House of Representatives of
the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013,
the Senate concurring, that the Auditor is requested to assess the administrative
costs of non-profit agencies that contract with the Department of Human
Services to provide homeless services; and
BE IT FURTHER RESOLVED that the Auditor submit a report of findings and
recommendations to the Legislature no later than 20 days prior to the convening
of the Regular Session of 2014; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Acting Auditor and Director of Human Services.
