A BILL FOR AN ACT

 

 

RELATING TO PESTICIDES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to better address the potential public health and environmental issues related to pesticide use by identifying trends in pesticide use.

     SECTION 2.  Chapter 149A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§149A-     Pesticide use; posting online.  The department shall publish on its website all reports received by the department regarding restricted use pesticides in the State."

     SECTION 3.  (a)  The legislative reference bureau shall conduct a study on pesticides which shall include:

     (1)  Pesticide reporting requirements of other states as they relate to urban and agricultural areas;

     (2)  Pesticide use registry requirements of other states as they relate to urban and agricultural areas; and

     (3)  The costs incurred by other states to establish restricted pesticide use and registration programs.

     (b)  The legislative reference bureau shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2014 on its findings pursuant to subsection (a).

     SECTION 4.  This Act shall take effect on July 1, 2050.

Description:

Requires the Department of Agriculture to post information regarding pesticide use to its website.  Requires the Legislative Reference Bureau to conduct a study regarding other states' pesticide reporting and registration requirements and report its findings to the Legislature.  Effective July 1, 2050.  (HB673 HD2)
