A BILL FOR AN ACT

 

 

relating to campaign finance.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to promote campaign finance reform.

     More specifically, this Act limits the percentage of campaign contributions that a noncandidate committee may receive from nonresident persons.  The legislature finds that this Act is necessary to minimize the influence of out-of-state special interests on state and local elections.

     SECTION 2.  Section 11-362, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:

     "(a)  Contributions from all persons who are not residents of the State at the time the contributions are made shall not exceed thirty per cent of the total contributions received by a candidate [or], candidate committee, or noncandidate committee for each election period."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2013.
