A BILL FOR AN ACT
relating to mandatory ethics training.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 84-41, Hawaii Revised Statutes, is amended to read as follows:
"§84-41 Applicability of part.
This part applies to legislators[, members of the board of education,
trustees of the office of Hawaiian affairs, the governor, the lieutenant
governor, and executive department heads and deputies.] and employees
who are required to file financial disclosure statements that are deemed public
records pursuant to section 84-17(d). This part does not apply to any
other officer or employee of the State."
SECTION 2. Section 84-43, Hawaii Revised Statutes, is amended by amending subsection (d) to read as follows:
"(d) The ethics training course shall be
held in January of each year and at other times as determined by the state
ethics commission for those who have not attended the course previously. [The
course shall last at least two hours in length.]"
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.

Requires that all employees whose financial disclosure statements are public pursuant to section 84-17(d), HRS, complete a mandatory ethics training course. Allows state ethics commission to hold ethics training at times of the year other than January. Repeals minimum duration of the ethics course.
