A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENTS FOR THE BENEFIT OF THE TWELFTH REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $87,579,000 or so much thereof as shall be sufficient to finance the projects listed in this Act, and the same sum or so much thereof as may be necessary shall be appropriated for fiscal year 2013-2014 for financing the following capital improvement projects for the twelfth representative district:
1. To be expended by the department of education:
A. Kalama intermediate school, Maui
Design, construction, and equipment for renovation of the administration building.
Design $ 890,000
Construction 6,500,000
Equipment 500,000
Total funding $7,890,000
B. Kalama intermediate school, Maui
Design and construction for a covered play court.
Total funding $3,000,000
C. King Kekaulike high school, Maui
Construction for a new auditorium, ground and site improvements, equipment, and appurtenances.
Total funding $28,000,000
D. King Kekaulike high school, Maui
Replacement of fixtures for stadium lights.
Total funding $520,000
E. King Kekaulike high school, Maui
Installation of sidewalk and stairs.
Total funding $75,000
F. Kula elementary school, Maui
Design, construction, and equipment for expansion of the cafeteria.
Design $250,000
Construction $6,500,000
Equipment 250,000
Total funding $7,000,000
G. Makawao elementary school, Maui
Design, construction, and equipment for two portable classrooms.
Total funding $500,000
H. Makawao elementary school, Maui
Design, construction, and equipment for outdoor play court.
Total funding $3,500,000
I. Makawao elementary school, Maui
Refurbish and upgrade facilities and infrastructure.
Total funding $1,000,000
J. Pukalani elementary school, Maui
Design, construction, and equipment for new administration and library building, and to renovate old administration building into classrooms.

Construction 8,400,000
Equipment 670,000
Total funding $10,000,000
2. To be expended by the Hawaii health systems corporation:
A. Kula hospital, Maui
Cesspool closure $1,000,000
Lead and asbestos removal 300,000
Repairs to facility 2,500,000
Exterior building renovations and
hurricane windows upgrade 2,900,000
Facility-wide ward room and
building repairs/renovation 3,500,000
Air conditioning system
replacement/upgrade 396,000
Kula storage facility 150,000
Renovation to Hale Makamae 2,148,000
Master planning 500,000
Total funding $13,394,000
3. To be expended by the department of agriculture:
A. Upcountry Maui, Maui
Land acquisition, design, and construction for the development of a state agriculture park in Upcountry Maui, with matching funds from the county of Maui.
Total funding $5,000,000
4. To be expended by the department of land and natural resources:
A. Upcountry Maui, Maui
Plans, design, and construction for wells in upcountry Maui to supplement the upcountry surface water system.
Total funding $7,700,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2013.
