A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SIXTH REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $165,398,000 or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary is appropriated for the purpose of capital improvement projects for the sixth representative district, as follows:
1. To be expended by the judiciary:
Kona judiciary complex
Design, engineering, and construction of the Kona judiciary complex.
Total funding $90,000,000
2. To be expended by the University of Hawaii:
A. Palamanui campus, phase I
Construction to complete phase I.
Total funding $8,000,000
B. Palamanui campus, phase II
Design and construction to complete phase II.
Total funding $25,000,000
3. To be expended by the department of education:
A. Kealakehe high school
1. Replace track with a synthetic, all weather track; ground and site improvements; and equipment and appurtenances.
Design $400,000
Construction $2,600,000
Total funding $3,000,000
2. Replace football field with synthetic surfacing; ground and site improvements; and equipment and appurtenances.
Design $450,000
Construction $3,050,000

B. Kealakehe intermediate school
1. Install an ADA-compliant access ramp at Portable 13.

2. Renovate boys' restroom, in F building.

3. Renovate girls' restrooms in G building.

Hospital improvements.

B. West Hawaii community health center
Construction of a health center.

5. To be expended by the department of
Hawaiian home lands:
Laiopua 2020
Install site development infrastructure for the Laiopua medical clinic and community center.
Design, engineering, and construction.
Total funding $8,670,000
6. To be expended by the department of agriculture:
Centralized treatment facility and base yard for CBB control and eradication for use by the department of agriculture.
Design, engineering, and construction.
Total funding $5,000,000
7. To be expended by the department of accounting and general services:
A. West Hawaii veteran's cemetery
Well and visitor's kiosk.
Design $1,000
Construction $900,000
Total funding $901,000
B. Hawaii Island Humane Society
Construction of an animal community center.
Design $1,000
Construction $1,500,000
Total funding $1,501,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2013.
