A BILL FOR AN ACT

relating to capital improvement projects for the benefit of THE twenty-ninth REPRESENTATIVE DISTRICT.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $23,810,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the twenty-ninth representative district, as follows:

1.   To be expended by the department of education

     A.   McKinley high school

     Design, construction, and equipment for renovations to Building W, including temporary portables during construction; ground and site improvements; equipment and appurtenances.

              Design                 $    60,000

              Construction           $13,800,000

              Equipment              $   140,000

                   Total funding                     $14,000,000

     B.   McKinley high school

     Design, construction, and equipment for renovations and upgrades to Building J for auto shop and career technology education needs; ground and site improvements; equipment and appurtenances.

              Design                 $   500,000

              Construction           $ 6,200,000

              Equipment              $   300,000

                   Total funding                     $ 7,000,000

     C.   Central middle school

     Repaint all school buildings and structures.

                   Total funding                     $   300,000

     D.   Central middle school                

     Repaving and resurfacing the Kukui, Admin, and Queen Emma parking lots.

                   Total funding                     $   310,000

     E.   Kalihi Kai Elementary

     New underground duct and hand holes to Building B & F. New feeder conductors to Buildings B, F, E, and K. Installation of conduit, wiring, and receptacles in all classrooms and offices from electrical panel boards.

                   Total funding                     $   600,000

2.   To be expended by the Hawaii Theater Center

     Infrastructure upgrades and safety project.

                   Total funding                     $ 1,600,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
