A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE FORTY-NINTH REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $5,077,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:
To be expended by the department of education:
1. James B. Castle high school
Planning and design for a new cafeteria
Plans $ 75,000
Design $ 200,000
Total funding $ 275,000
2. Kaneohe elementary school
A. Americans with Disabilities Act
transition plan and ground and
site improvement.
Plans $ 30,000
Design $ 150,000
Construction $ 600,000
Total funding $ 780,000
B. Audio-visual upgrades and
acoustical treatment in the
cafeteria.
Plans $ 20,000
Design $ 75,000
Construction $ 400,000
Equipment $ 75,000
Total funding $ 570,000
C. Expansion of the lower parking lot
(displacing existing play courts)
and the design and construction of
covered play courts.

3. Kapunahala elementary school
A. Covered concrete walkways between
buildings A and B and buildings B
and C, and ground and site
improvements.

wheelchair-bound students from the
ground floor to the second floor,

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2013.
