RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires the HCDA to determine the costs and benefits of selling and purchasing certain properties within the Kakaako community development district. Requires the report to be submitted to the legislature 90 days after each approval.

RELATING TO MAKAHA VALLEY. Requires the Department of Land and Natural Resources to conduct a flood study on Makaha Valley. Appropriates funds. Effective July 1, 2012.

RELATING TO GREENWAYS. Establishes the position of Statewide Greenways and Trails Facilitator in the Office of Planning. Directs the Office of Planning to contract with a consultant to develop a plan for the establishment and implementation of a statewide greenways plan. Appropriates funds. Effective July 1, 2012.

RELATING TO HISTORIC STRUCTURES. Establishes a tax credit for qualifying rehabilitation expenses of historic structures. Establishes a revolving fund administered by the state historic preservation division to fund the tax credit.

RELATING TO THE EAST HAWAII COMMUNITY DEVELOPMENT DISTRICT. Establishes the east Hawaii community development district and board. Requires DLNR to deed certain leases to the board. Effective 07/01/12.

RELATING TO FIREARMS. Restricts hunting to areas on public land where hunting is permitted or to areas on private land where the landowner has granted written permission. Allows transport and possession of firearms and ammunition in areas where hunting is permitted. Effective July 1, 2012.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6120 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
