RELATING TO WATER. Makes the public trust doctrine the guide for the actions of the commission. Defines "augmenting" and "augment". Allows the commission to consider an objection filed by anyone directly and immediately affected by an application for a water use permit.

RELATING TO THE BUILDING CODE. Establishes the Hawaii State Building Code, Hawaii State Building Code Council, and Natural Disaster Preparedness Commission. Effective July 1, 2012.

RELATING TO GROUNDED VESSELS. Authorizes the Department of Land and Natural Resources to assume control of and remove a vessel grounded on a coral reef or in imminent danger of breaking up if the vessel cannot be removed by the owner within twenty-four hours of the grounding.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires the HCDA to engage in efforts to re-acquire the makai gateway park and the Honolulu Ford parcel in Kakaako. Requires, after re-acquisition, the development of those parcels into medical or scientific uses that contribute to the synergy created by the school of medicine and UH cancer center.

RELATING TO THE HAWAII LEGACY TRUST FUND. Establishes the Hawaii legacy trust fund as a separate fund of the Hawaii Community Foundation to encourage individuals to make strong financial investments while supporting conservation, reforestation, environmental stewardship, sustainability, affordable housing, public education, and the well-being of the State's keiki and kupuna.

RELATING TO CONSERVATION AND RESOURCES. Establishes penalties for the destruction or harvesting of native sandalwood trees. Requires replanting for trees harvested. Bans the export of raw or unprocessed sandalwood timber. Establishes DLNR policies regarding sandalwood.

RELATING TO KANAKA MAOLI FISHPONDS. Provides state lease preferences for the reconstruction, restoration, repair, or use of kanaka maoli fishponds. Defines kanaka maoli fishponds as Hawaiian fishponds. Effective July 1, 2012.
