RELATING TO THE STADIUM AUTHORITY. Amends section 109-1(a), HRS, to make the president of the University of Hawaii, or the president's designee, a voting member of the stadium authority. Clarifies the total membership of the authority by including ex officio members in the member count.

RELATING TO ALOHA STADIUM. Requires the stadium authority to pay the University of Hawaii twenty-five per cent of all revenues the University of Hawaii generates at Aloha Stadium. Authorizes payment of the distribution to the University of Hawaii out of the stadium special fund.

RELATING TO HAWAIIAN FISHPONDS. Requires DLNR to establish the east Honolulu fishpond heritage area.

RELATING TO TOURISM. Establishes an ecotourism permit program that requires ecotourism operators to meet guidelines established by DLNR prior to obtaining a business license. Establishes the environmental activities special fund to be administered by DLNR.

RELATING TO LAND USE. Authorizes the designation of a qualifying valley as a valley of historic and cultural significance. Designates Hanalei valley and Waipio valley as valleys of historic and cultural significance.

RELATING TO LAND USE. Requires the land use commission, upon request, to extend the time period for which a boundary amendment is effective for at least 2 years if the appropriate county officer or agency determines that the petitioner has substantially commenced development.

RELATING TO LAND USE. Requires counties to seek declaratory ruling from the land use commission for reclassification of lands in a county general plan. Changes to the general plan take effect immediately upon approval of the reclassification by the land use commission.

RELATING TO ACCRETED LANDS. Clarifies that land accreted after May 20, 2003, shall be public land except as otherwise provided by law.

RELATING TO PUBLIC LAND LIABILITY. Amends and clarifies the definition of "improved public lands" for the limitation of liability for public entities based on the duty to warn of dangers on public lands.

RELATING TO LANDOWNERS' LIABILITY. Amends section 520-2, Hawaii Revised Statutes, to delete the exclusion of lands owned by the government in the definition of "land."

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
