Requires DLNR to establish a Honouliuli park site project advisory group to develop recommendations to leverage county, state, federal, and private funding for an educational resource center at the Honouliuli site; requires report to 2013 legislature; appropriates an unspecified sum for deposit into the Hawaii historic preservation special fund; requires moneys to be expended to accelerate the collection, preservation, and organization of resources related to the World War II internment experience in Hawaii. RELATING TO LEGACY LANDS. Requires nonprofit land conservation organizations to provide, in addition to a conservation easement, a deed restriction or covenant, as a condition to the receipt of funds under the legacy land program. Requires the board of land and natural resources to be made a full or partial owner of any conservation provided by a state or county agency or nonprofit land conservation organization as a condition for receipt of funding under the legacy lands program. Allows for the exemption of the easement requirements by the board. Requires applicants for legacy land funds to submit the project's public benefit and to consult with the staff of the department of land and natural resources, the department of agriculture, the agribusiness development corporation, and the public land development corporation. RELATING TO DEPARTMENT OF LAND AND NATURAL RESOURCES MARITIME FACILITIES. Allows DLNR to work on projects within lands or facilities under the jurisdiction of the division of boating and ocean recreation without the approval of county agencies. Effective 07/01/50. (SD1)

RELATING TO SAILING SCHOOL VESSELS. Amends the definition of "sailing school vessel" to mean, among other things, a vessel that is in compliance with part 169 of title 46 Code of Federal Regulations. (SD1)

RELATING TO GROUNDED VESSELS. Authorizes the department of land and natural resources to assume control of and remove a vessel grounded on a coral reef or in imminent danger of breaking apart if the vessel cannot be removed by the owner within twenty-four hours of the grounding. Provides requirements to allow the owner of the vessel to continue an effort to salvage a grounded vessel beyond twenty-four hours under certain conditions and allows the department to grant more time to the owner to remove the vessel if no additional environmental damage exists. RELATING TO WILDLIFE. Prohibits the interisland transfer, transport, or release after transport of wild or feral mammals, with certain exceptions; establishes mandatory fines. (SD2)
