RELATING TO PUBLIC LANDS. Provides for fair compensation when leased public land for agricultural or pastoral uses is withdrawn, condemned, or taken for public purposes.

RELATING TO HAIKU VALLEY. Establishes the Haiku Valley cultural preserve commission to provide policy and management oversight of the Haiku Valley cultural preserve. Initiates process of conveying Haiku valley in fee simple to the department of land and natural resouces.

RELATING TO VESSELS. Clarifies responsibility for disposing of vessels and amends the description of an abandoned vessel.

RELATING TO ACCRETED LANDS. Clarifies that land accreted after May 20, 2003, shall be public land except as otherwise provided by law.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, OF THE HAWAII STATE CONSTITUTION TO ASSIST DAM AND RESERVOIR OWNERS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist dam and reservoir owners.

RELATING TO CONSERVATION AND RESOURCES. Establishes penalties for the destruction or harvesting of native sandalwood trees. Requires replanting for trees harvested. Bans the export of raw or unprocessed sandalwood timber. Establishes DLNR policies regarding sandalwood.
