RELATING TO STATE FUNDS. Authorizes the transfer during fiscal year 2012-2013 of $140,000 from the agricultural loan revolving fund to the pest inspection, quarantine, and eradication fund. Appropriates $140,000 for a program to control and eradicate the coffee berry borer. Effective July 1, 2025. (SD1)

MAKING AN APPROPRIATION FOR AGRICULTURAL INSPECTION FACILITIES AND RELATED INFRASTRUCTURE. Authorizes the director of finance to issue general obligation bonds for agricultural inspection biosecurity facilities and related infrastructure at the Honolulu international airport, Kona international airport, Kawaihae harbor, Kamuela vacuum cooling plant, and Honolulu harbor. Effective February 1, 2050. (SD1)

RELATING TO INVASIVE SPECIES. Makes an appropriation to the Department of Agriculture to fund the plant quarantine detector-dog program. Effective July 1, 2030. (SD1)

RELATING TO TAXATION. Extends the sunset provision relating to the reduction of the fuel tax on naphtha sold for use in a power-generating facility to December 31, 2015. (HB2740 HD1)

RELATING TO PUBLIC SAFETY. Requires department of public safety to plan for a model wellness center that employs native Hawaiian cultural practices on state land and to submit a report to the legislature prior to the 2013 legislative session. Creates a work release pilot program on the Big Island to allow certain incarcerated individuals to work on community projects that benefit the local community and the State. Repeals pilot program on 6/30/15. (SD1)

RELATING TO ELECTIONS. Authorizes the county clerk of a county with a population of less than 100,000 to mail an absentee ballot to all properly registered voters on an island of the county that is not contiguous with the county seat of government.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Changes the date that the base monthly contribution is annually adjusted from July 1 of each year to January 1 of each year. (HB2492 HD1)

RELATING TO COLLECTIVE BARGAINING COST ITEMS. Provides unspecified employer contributions amounts for plan years 2011-2012 and 2012-2013 for Hawaii Employer-Union Health Benefits Trust Fund health benefit plan premiums for the employees of collective bargaining unit (11) and their excluded counterparts. Effective retroactive to July 1, 2011. (HB2495 HD1)

RELATING TO THE STATE PROCUREMENT CODE. Makes permanent the amendments made to section 103D-305, Hawaii Revised Statutes, that increase the limits on procurements qualifying for certain small purchase procedures to $100,000 for goods or services and $250,000 for construction; require procurements greater than $50,000 for construction to require performance bonds; and require procurements of $25,000 to less than $100,000 to be made in accordance with small purchase procedures. Effective July 1, 2050. (SD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST DAM AND RESERVOIR OWNERS. Allows the State to authorize the issuance of special purpose revenue bonds to assist dam and reservoir owners upon ratification of an appropriate constitutional amendment. (SD1)
